Privatizing Welfare

Last week, a conservative think tank called the Fraser Institute published a paper advocating the privatization of unemployment insurance. Welfare state privatization is a longstanding goal of the right wing, motivated largely by a desire to destabilize the welfare system. 

This proposal has a number of issues.
